Rule 70
Provisions relating to existing list (Standi List)
(1) According to the Procurement Act or this regulation, for the purpose of keeping records of various procurement-related information, a separate list of suppliers, builders, consultants or service providers and non-governmental organizations must be prepared according to the nature of the procurement.
(2) According to the basis of qualifications mentioned in sub-section (2) of Section 10 of the Procurement Act, the qualification required to be included in the existing list shall be determined.
(3) The local body shall give a deadline of at least fifteen days to prepare the existing list and publish the following notices every year on the notice board of the office, the relevant district administration office, the district development committee and the office of the controller of finance and accounts or by publishing it in a national level newspaper. An application can be requested from a person, firm, organization or company:-
(a) Eligibility criteria to be met by a supplier, contractor, or service provider,
(b) Classification of list,
(c) Procedure for updating list,
(d) Period of validity of list.
(4) A person, firm, institution or company who fulfills the eligibility criteria as per sub-rule (3) may submit an application along with necessary documents within the prescribed time period to be included in the existing list.
(5) If it is found that the applicant fulfills the qualifications as per sub-rule (2) while examining the application received under sub-rule (4), such applicant shall be included in the existing list. (6) The relevant local body shall give written information to the suppliers, builders, or service providers included in the existing list or removed from the list.
(7) The existing list shall be updated every financial year (8) Bidders or proposers who are not in the current list cannot be deprived from participating in the sealed bids, bids or proposals invited by the local bodies.
